A Critical Review on the Characteristics of Chinese Welfare Regime

Abstract
The Chinese welfare regime is unique because a socialist state leaded social security reforms to settle the socialist market economy. Therefore, several attempts for explaining it were tried. Those are the east asian welfare model, the corporatist regime of social welfare, the authoritarian state centered model and the neoliberal model.
However, these models have critical defects. The east asian welfare model can¡¯t explain the historical, qualitative and substantial differences between China, the western welfare states and the east asian capitalist states. The corporatist regime model can¡¯t be accepted because the power of state overwhelms enterprises and workers. The authoritarian state-centered model can¡¯t explain fundamental differences of state legitimacy and societal system between China and other two countries, Korea and Japan. The neoliberal model is just a narrow approach to explain the Chinese pension reform.
It means that the existing models can¡¯t explain the Chinese welfare regime well. The reason is uniqueness of China. In other words, China has its own unique experiences which are different from the western welfare states and the east asian capitalist states, and therefore it can¡¯t be categorized in one model with these countries. Those are the transition from collective welfare to state welfare, the dual welfare structure, the hukou system and weakness of NGOs. These special situations make China has to go its own way, ¡®the Chinese way.¡¯
